Each city state had a different government. Their governments allowed for the say of the citizens. This is also known as a democracy. This allows for each citizen to vote for what the want to do in their cities. These cities that have democracies are not ruled by kings or tyrants. Over time each city state moved from one system to another. When the Dark Age ended only a a few city-states were still ruled by kings. A famous one of these city-states is Sparta. Actually Sparta had two kings. usually they were related some how(brothers or cousins).
